Job Description

Engagement Officer
Department: Housing |
Reports to: Head of Resident Involvement & Participation
Role will be required full time on site

About the role
A forward-thinking local authority is seeking an Engagement Officer to support the delivery of its Resident Involvement Strategy for council housing residents. You will work directly with tenants, leaseholders and community partners to grow and sustain involvement, strengthen local tenant and resident structures and help turn resident feedback into service improvements.
You will support new and existing Tenant and Resident Associations (TRAs), Block and Street Champions, Sheltered Housing Representatives and a range of involvement forums and service improvement groups. You will help residents get organised, understand governance requirements, and feel confident representing their community. The role combines community-based work, office time and online engagement.
Key responsibilities
  • Support residents to set up and sustain TRAs and other local groups, ensuring they are inclusive, representative and well-governed.
  • Act as a key point of contact for residents who want to get involved or raise ideas for service improvement.
  • Work with Block and Street Champions and Sheltered Housing Representatives to maximise engagement and support council housing communities.
  • Help plan and deliver forums, meetings, focus groups, drop-ins and task and finish groups, including agendas, minutes and follow-up actions.
  • Promote resident participation through digital channels, letters, newsletters and targeted campaigns.
  • Help maintain accurate records and contact databases, including communication preferences and any support needs.
  • Build effective relationships with internal teams, contractors, housing associations and third sector partners to support engagement activities.
  • Contribute to estate profiles and engagement plans so services can be tailored to local needs.
  • Draft responses to councillor and MP enquiries and other correspondence linked to resident engagement.
  • Ensure all activity complies with data protection, confidentiality and equalities requirements, and supports the organisation’s climate and ecological commitments.
About you
You are community-focused, confident working with a wide range of residents and able to communicate clearly and accessibly. You bring strong organisational skills, attention to detail and the ability to juggle multiple activities and deadlines. You are comfortable facilitating meetings, building trust and encouraging residents who may be new to engagement to have their say.
You can work collaboratively with colleagues and partners, think creatively about how to reach under‑represented groups and use feedback constructively to shape better services. A genuine commitment to equality, inclusion and excellent customer service is essential.

Call to action
If you are passionate about resident voice and want a role where you can see the impact of your work in local communities, please submit your CV and a short supporting statement explaining your relevant experience and motivation for applying. Early applications are encouraged as shortlisting and interviews may take place on a rolling basis.
