Technical Services Officer
Location: Council's Property Portfolio
Position Type: Temporary position (June 2025 - August 2026)
Hours: 37 hours per week, Monday to Friday, 09:00am - 17:30pm
Pay Rate: £16.93 per hour

Pertemps are currently seeking a Technical Services Officer to manage the day-to-day operations of the Council's property portfolio. This role involves the collation and management of estate-level data, accurate measurement of properties, effective management of vacant properties, and temporary occupational licenses. You will also produce performance reports, review internal processes, and support senior team members with corporate and commercial property requirements.

Key Responsibilities:
- Manage estate-level data on Tech Forge Cloud for over £300 million of Land & Property assets.
- Ensure accurate rental billing and monitor rent collection statistics and bad debt position.
- Manage Energy Performance Certificates across the estate to ensure statutory compliance.
- Review legal arrangements including licenses, wayleaves, and leases, and summarise main terms.
- Inspect and measure properties in accordance with the RICS Code of Measuring Practice.
- Market and manage vacant properties to attract alternative occupiers and increase income returns.
- Manage temporary occupational requirements and liaise with legal to complete license agreements.
- Produce regular performance reports to ensure transparency and assist with estate management.
- Review internal processes to identify and implement efficiency measures.
- Provide professional support to senior colleagues in property and land-related matters.

Essential Experience/Skills:
- Strong track record and experience in data management.
- Experience using Financial Management Systems to monitor and manage budgets.
- Ability to interpret and manage property-related billing information.
- Strong numerical skills and ability to analyse and interpret data.
- Advanced IT skills, including Microsoft Word, Teams, and Excel.
- Ability to work under own initiative.
- Negotiation skills to agree legal arrangements for short-term occupations under license.
- Attention to detail to review legal agreements and summarise main lease terms.
- Excellent time management skills and ability to prioritise competing demands.

Desirable Experience/Skills:
- Experience in the Land and Property sector.
- Relevant qualifications or working towards a relevant qualification.
- Full clean driving license to visit sites across the city.
- Background or knowledge of budget preparation and management.
- Willingness to undertake appropriate learning and development.
- Interest in becoming an Associate Member of the RICS (AssocRICS).
- Practical experience of data cleansing and implementing a property management database.
- Experience in property-related sector or activities.
