Lead Commissioner – Community Reablement
Location: Gloucestershire
Rate: £550 per day
Duration: 18 months
Working arrangement: Flexible working, with some office-based time each week

Gloucestershire is seeking to appoint an experienced Lead Commissioner for Community Reablement to work alongside operational managers and senior leaders to design, mobilise, pilot, and scale a Community Reablement Service over an 18-month period.

The Lead Commissioner will be responsible for leading the commissioning, mobilisation, and scaling of community reablement across the county, ensuring the service delivers effective support to approximately 4,000 people per year.

Role Overview:
The postholder will translate strategic intent and the approved business case into high-quality, operational service delivery, working closely with operational teams to ensure successful implementation and long-term sustainability.

Key Responsibilities:
  • Work collaboratively with operational managers and senior leaders
  • Translate strategic objectives and the approved business case into operational delivery
  • Develop and implement a Benefits Realisation Plan, covering both financial and non-financial benefits
  • Establish and maintain performance, quality, and outcomes frameworks
  • Manage risks, dependencies, and key milestones throughout mobilisation and scaling
  • Provide regular progress updates and recommendations to senior stakeholders
Skills and Experience Required:
  • Significant senior commissioning experience within Adult Social Care
  • Strong understanding of community reablement and domiciliary care models
  • Proven ability to translate business cases into operational service delivery
  • Experience developing and implementing benefits realisation plans
  • Strong collaborative working skills across commissioning and operational teams
