Job Description

Role Purpose 

• Support the effective renewal and regeneration of the council
•To lead the preparation and management of planning performance agreements and pre-application discussions for strategic development proposals. 
To manage a caseload of strategic planning applications delivering significant levels of investment within the Borough and make recommendations to Planning Committee.



Responsibilities
  • Ensure the comprehensive and professional appraisal of the technical aspects of the more complex applications received within the team, including:- a) Provide pre-application advice and attend pre-application meetings b) Consideration of the development plan and all other material planning considerations; c) Site inspections and surveys; d) Research; e) Consultation with stakeholders; including the public, statutory consultees and amenity and community organisations; f) Negotiations with applicants and professional agents including leading negotiations on S106 agreements; g) prepare and review professional reports and formulate recommendation on complex Planning and related proposals for decision to the Planning Committee or by way of delegated process; h) Presentation of planning applications to Planning Committee
  • Manage project and planning application teams created in association with area or site-specific planning and regeneration projects or programmes and ensure compliance with performance targets (secured through formal agreement (Planning Performance Agreement) or statutory requirement).
  • Assessing the validity and supporting the registration of new planning applications as required. 4. Supervision and mentoring of case officers within the teams on specific complex proposals.


Requirements 
  • Recent experience of Development Management dealing with more complex planning applications and appeals
  • Experience working in a housing association or council 
  • Knowledge of current Development Management practice, procedures and legislation.
  • Educated to degree level or professional qualification in a relevant Town Planning discipline.
  • Experience of managing planning applications in project managed environments


Contract 
  • Initial 6 month contract with the opportunity to extend 
  • PAYE via Umbrella 
  • Pay negotiable depending on experience 
  • Monday to Friday 9am to 5pm (Hybrid position)
